Lisbon - There are no advanced placement classes offered. Claremont - The entire Stevens High School budget for field trips is $4,800, which is about $100 per teacher. A bus trip to Manchester costs $250. During the 1995-96 school year there was a field trip to the ocean, for many of the students it was first time they saw the ocean in their lives. Moultonborough had $11,000 to spend on field trips.
While acknowledging that disparities exist in the enrichment programs of the petitioner and comparison school districts, the Superior Court found that the petitioners did not prove their programs violated the Minimum Standards or were constitutionally inadequate. For the Superior Court to find that the students in the petitioner districts have access to meaningful and adequate art, music, advanced placement classes or other Enrichment Programs is a stretch given the evidence submitted as to what constitutes those enrichment programs. All the witnesses from the school districts testified that it is a lack of resources that prevents them from providing adequate"At Risk" and Enrichment Programs for their students. The Superior Court failed to recognize that the state's education system creates and perpetuates a condition in which those students who need and could benefit from those programs the most, have the least access to them. 6.
